 nski of Zabinski Consulting Services\, Inc for an informative presentation
  on library finances. As a certified public accountant\, Kelly will share 
 perspective and insights into topics including fund allocations and how th
 ese funds relate back to the library budget. Kelly will also help shed lig
 ht on annual financial statements and the differences between cash\, accru

 Board Meeting\nThis program will look inside the inner workings of a libra
 ry board meeting\, through a mock meeting presented by attorneys from Klei
 n\, Thorpe &amp\; Jenkins and fellow ILA members. The meeting topics will 
 include issues related to Robert&#8217\;s Rules of Procedure\, the Open Me
 etings Act\, the Freedom of Information Act\, election issues\, patron iss
 ues\, and other fun and exciting topics faced by library boards on a regul
 ar basis. Come learn about the common issues faced by library boards while
  enjoying this fun and lighthearted presentation put on by the library law

 ces\, INC\, is a licensed CPA in good standing with the State of Illinois.
  She has over 20 years of extensive experience in the accounting\, auditin
 g\, and financial consulting field\, specifically to local government enti
 ties. She has worked as both a municipal auditor with large public account
 ing firms and as a Finance professional for a local municipality. Kelly se
 rves on several committees with the Illinois Government Financial Officers
  Association and the Illinois CPA Society\, and is a well-respected public
  speaker and instructor. Kelly completed her undergraduate studies in Acco
 unting and holds an MBA in Finance from DePaul University in Chicago\, Ill
 inois.\nCarmen Forte Jr. is a partner at the local government law firm of 
 Klein\, Thorpe &amp\; Jenkins\, Ltd. He counsels Illinois municipalities\,
  school districts\, libraries\, special districts and corporate and non-pr
 ofit clients. He regularly litigates in state and federal courts and vario
 us administrative venues for clients in a range of matters. He works with 
 our clients to negotiate and manage several development agreements\, helpi
 ng to bring significant residential and commercial development to their co
 mmunities. He prosecutes for the firm&#8217\;s numerous municipal clients 
 in the areas of DUI and traffic offenses\, local ordinance violations and 
 business\, tobacco and liquor licensing matters. He also defends the firm&
 #8217\;s clients in workers&#8217\; compensation claims and disability pen
 sion matters. Carmen previously served as a trustee of the Village of Elmw
 ood Park Library Board. During his tenure on the Board\, he held the posit
 ions of President and Vice President and also chaired several committees. 
 Most of his current library time is spent browsing the extensive collectio
 n of early reader books at the St. Charles Public Library with his two you
 ng children.
