 ient and Effective Library Board Meeting\nThis program will look inside th
 e inner workings of a library board meeting\, through a mock meeting prese
 nted by attorneys from Klein\, Thorpe &amp\; Jenkins and fellow ILA member
 s. The meeting topics will include issues related to Robert&#8217\;s Rules
  of Procedure\, the Open Meetings Act\, the Freedom of Information Act\, e
 lection issues\, patron issues\, and other fun and exciting topics faced b
 y library boards on a regular basis. Come learn about the common issues fa
 ced by library boards while enjoying this fun and lighthearted presentatio

 . is a partner at the local government law firm of Klein\, Thorpe &amp\; J
 enkins\, Ltd. He counsels Illinois municipalities\, school districts\, lib
 raries\, special districts and corporate and non-profit clients. He regula
 rly litigates in state and federal courts and various administrative venue
 s for clients in a range of matters. He works with our clients to negotiat
 e and manage several development agreements\, helping to bring significant
  residential and commercial development to their communities. He prosecute
 s for the firm&#8217\;s numerous municipal clients in the areas of DUI and
  traffic offenses\, local ordinance violations and business\, tobacco and 
 liquor licensing matters. He also defends the firm&#8217\;s clients in wor
 kers&#8217\; compensation claims and disability pension matters. Carmen pr
 eviously served as a trustee of the Village of Elmwood Park Library Board.
  During his tenure on the Board\, he held the positions of President and V
 ice President and also chaired several committees. Most of his current lib
 rary time is spent browsing the extensive collection of early reader books
  at the St. Charles Public Library with his two young children.
